How to set a language preference for the customer? If a customer does a purchase he can choose a country, but how to guide him to a localized checkout + storing the language prefence in the customer object for the further use of the product purchased?

I am wondering if it is possible to:
a) prevent a customer from accidently creating a second(duplicate) subscription by telling him he already has a scubscription.
b) blacklist customers whose previous subscriptions were not payed before or customers which caused chargebacks.
Can anybody help?
