About Google search console workflow not working

I try all kind of action. but it finally turn out this response.
What does it means?

I am just trying to schedule a submit sitemap every saturday this simple workflow

if I using Action Events "Inspect Index", it seems working. Can I sumbit multiple url? use "," to separate each url? thanks alot

The Google Indexing API does not support submitting multiple URLs in a single request, so using commas to separate URLs will not work.

If you want to submit multiple URLs, each URL must be sent individually. You can loop through your list of URLs and submit them one by one.
