Yes, you can filter the messages on the basis of time (11:30AM - 2 PM) by the following screenshot.
1. Used a Date/Time Formatter to convert the time if Telegram provides the time in Timestamp format.
2. Then Used the split text to compare the condition with time only.
3. At last map the time on the filter labels on OR condition as demonstrated on the screenshot, and the condition will satisfy only when the time comes in between 11:30 to 2 PM.
