Connect CSV to Airtable

hello, i want to automticaly update or create data from MS SQL server to Airtable (see attached file)
The process is:
I have a view in a table in a DB on MS SQL
Everyday automatic execution of the view to create a CSV file on Google Drive
I want Airtable update existing records that have been modified in csv file and create new records that have been added to csv file.
I already check with Pabbly Connect, I can upgrade if I manually change records in the csv file, but what I want is if the a new release of the csv file have been updated on google drive, Airtable is updated.

Right now we don't have a CSV parser through which we can read the data and process it further.

Currently, there is no workaround available to extract the CSV contains in the live automation.
