Date/Time Formatter: UTC time zone is not correct

In the Date/Time Formatter action, UTC time zone is not giving correct result.

Here is the UTC time stamp (manually entered in the 'Date' field) converted to a readable format:

Here is what Date/Time Formatter says the UTC time zone is using the same time stamp:

If the From TimeZone and To Timezone are the same, why is the 2nd result different from the 1st result?
