Google sheet - increment count or add new row?

Hi, I am trying to make a Pivot table using Google sheets and pabbly, i.e. if the value is already present, increment FREQUENCY by 1, else add a new row and make the FREQUENCY as 1. I can't use a router and if modules as it is in the middle of the workflow. Any suggestions on how I can implement it?
