As we can see from your screenshot you are passing FIle ID in the URL fields instead of publically accessible file URL.
Kindly read the helptext carefuly and pass the file URL accoridngly.
Though if you want to pass the media field from your Telegram trigger response then kindly refer to the following video tutorial for your basic understanding.
