You can create 2 separate workflows to get the Google and Facebook Lead Ad IDs.

in the above Google ads conversion, how can I send offline conversion if I use my website form? because I'm using elementor and elementor not getting gclid by default

So, you can try using the "Google Ads: Send Offline Conversion with Phone Number" action step which will only take the phone number instead of the Gclick ID which I suppose you might be getting from your form entries.
