I just want to know that after buying Tier3 plan of pablly connect do we have to by the subscription of integrating API (Like : Chat API for WhatsApp integration)

Yes for all the 3rd party applications you have to purchase the license from the respective vendor like Facebook, Whatsapp Cloud API, etc.
