You have set up your workflow correctly. The iterator shows only the first row during setup, but in the backend, it processes all the contacts contained in your Google Sheets one by one, sending WhatsApp messages to each of them.
To ensure the messages are sent in bulk, please set and save a valid time in your Scheduler that is not in the past.
