Can you please also check the labels option?
When I enter a label Like "News", "Latest" OR "News" Or simply NEWS. An then click on Save and Test button, it gives error.

The error you were getting of "Rate limit exceeded" is by "Google Blogger" and not by Pabbly. Also, we will check the project ID and let you know.
