If you load that File URL in Dropbox, it's a publicly accessible URL.

But it's still not working.

What is the proper URL that goes in the Dropbox File URL?

Kindly use this publicly accessible file to pass the file ID in the DropBox action step to upload the file. Since the URL you have created doesn't provide the direct downloadable link.
