For this, you will be required to use Google Sheets Lookup, where you will be required to setup conditions like when data is not found in Google Sheets, then only the next action step of adding the data in Google Contact should take place -

Upon successful payment of an order, the system will initiate a check to verify whether the customer details are available in your Google Contacts. If the customer's information is not found within the contacts, the system will proceed to create a new contact entry for that customer. This ensures that all relevant customer data is appropriately recorded and maintained in your Google Contacts database.
