Scheduled Workflow not running on time. (Worked awhile ago)

The time on my desktop is 6:34PM, if converted to our account TimeZone which is US/Eastern, it should run at 5:35PM. I am posting this because the workflow did not run. It did not even show up in the task history.

What's surprising is that a different workflow with the same format (Regular Interval, 1 day) does not seem to have any ussues and ran perfectly.

Willing to share Workflow URL AFTER thread has been set to private.
