Trigger every 1 min not work

I tried this and each min, it sent ALL the rows instead of one row at a time:

Google Sheets (1 Minute Trigger)

Copy and Paste the entire Apps Script code in your Google Sheets App Script. No need to change anything in the code. Make sure that you copy and paste the entire code as it is. Full Tutorial here...

Please help!

It sends all the rows added within a 1-minute window, rather than one at a time. For instance, if 10 rows are added in that minute, it will trigger for all 10. If only 1 row is added, it will trigger just once.
