Twilio Listener Not Working

I followed the instructions with Twilio but am unable to get the webhook to trigger when an incoming SMS is received.

Kindly check it through a webbooks testing site called webhook.site.
You can paste the webhook URL generated by Webhook.site into your application and initiate a test event within the application to confirm whether the webhook is functioning correctly on Webhook.site. This will serve as a secondary confirmation of the problem.
