Unexpected router behaviour

In this workflow, the router filter "TO godkänd" checks for the string "000" in a field using the Contains filter type. For some reason the next step in this action is executed even when the condition is false. Any ideas why?

Thanks - and it may have self-healed. I haven't done any tweaking and yet the router looks like it's triggering correctly today.
