Whatsapp business cloud api media url

We have connected whatsapp business cloud api . created trigger and recieved a audio file. we recieved the media Id and with that got the URL. and it is in ogg format. i need the url to be in a format which needs to be then accessed by open ai which shall transcript the audio from the url. how can it be done.
