Workflow not re-executing , it shows done but no data actually saved

I have tried re-executing the failed workflow. It shows that workflow actually ran successfully , but no data got saved in DB . Also it is not showing any in / out data for re-executing workflow.

Also there is alert message on screen for limits exhausted and buy new , Though we have active subscription and have approx 40,000 tasks available. screenshot (message.png)
Second issue : tried to "Save and Send Test Request" --> Email App with Mailgun
It keep scrolling and no email sent out , on inspected it showing 500 error in network request (errror.png)

Correction :
tried to "Save and Send Test Request" --> Email App with Mailgun
This was with mysql connection not mailgun. Otherwise when tried on other workflow mailgun email was also not sent out in one of test.

The tasks are being re-executed now. You can try re-executing the tasks.

"Save & Send Test Request" is successful for this workflow.

No changes were made on our end. It started to work on its own.
