zoom to converktit

I created a workflow for all zoom meeting attendees
1. To remove them from an existing tag in convertkit
2. To remove them from a subscriber list in convertkit
3. To add a new tag to them in convertkit

What I notice it is doing the above actions even for the new leads who are being registered in the zoom meeting. It was supposed to be done only for the people attending the meeting after it is started.

To process the subscribers who have joined the meeting in your Zoom then you should try the Filter action step with the "meeting.participant_joined" event.
