We saw that you didn't capture the Webhook response in your workflow by sending a test submission.

After connecting and capturing the response.
You need to attach the text you received in your response to the "Filter Module" step attached in your workflow.
And then do "Save & Send Test Request".
Then in next step,you need to use the action as "Telgram Get Update/ Chat Id".
Connect this with your account and it will show you the chat id in its response.
Then you need to add another step as "Telegram Bot: Send a Text Message or a Reply".
Connect it with your account.
You can then check on the second part of the below tutorial to get connected with the Telegram account.
After connecting and setting up your workflow. Do a test submission at your end to check on the workflow.
