SMTP by Pabbly - "To" field

I have created a multi-action workflow, with "SMTP by Pabbly" being the last action to send out an email to multiple staff members. It works great, but one thing seems weird with the SMTP action. Like I said, the email is being sent to multiple staff members. It is set up like this:

To: [email protected], [email protected]
CC: [email protected], [email protected], [email protected], [email protected]


Below is what actually happens when the action runs, notice it sends out two separate emails, instead of one like I thought it would:
Email Sent #1:
To: [email protected]
CC: [email protected], [email protected], [email protected], [email protected]

Email Sent #2:
To: [email protected]
CC: [email protected], [email protected], [email protected], [email protected]


So the cc’d people are getting the email sent to them twice.

I anticipated this working like it would when you send a typical email to multiple people. Just one email, sent to the people in the desired fields.
Anyone have insight if this is abnormal or if it’s just the way it works? Any work around so it’s one email being sent?

Yes, I just edited my initial question to include the Workflow URL. The workflow is currently live and being used by my client. I would just please ask that there is no disruption in it functioning properly as you take a look. Thank you so much!
