    For your usecase you need to use Router instead of filter. Here is video on Routers - Make sure you always try this with data which exist in gsheet. Only then you will be able to set filter in Router that Row Index key:value does not exist.

    How is data added to gsheet? If it is added by manual typing or google form then it will be instant(you need to check mark Send on Event). And if it is added by API then it will take upto 1 hour time to trigger and you also need to check mark Send on Schedule and Send on Event in Pabbly Google...
