    The screenshot you share is for trigger. And the last line of your question requires action of google sheet to Lookup Row and Update Row action(both available in pabbly).

    Make the Regular Interval smaller like 5min or 10min and then match the current time with your desired time using filter. This way it will trigger every 5/10 min but will not use any extra tasks until the filter conditions are met.

    Update Row/Cell does work if the trigger column's cell it updated. You no need to setup anything extra for this. Just setup like a new row trigger. But make sure you always edit/update trigger column cell as well with other cells in that row.

    With my above solution you will get both pieces of the URL, before and after 3rd '/'. In the 2nd step you will get left side part of 3rd '/'and in the 3rd step you are getting Right of 3rd '/' part.
