App for geolocation fence

Hello, is there an app on the Pabbly platform that can be able to send SMS or Whatsapp messages to numbers located within a geofence on the map, from the address that the user enters in a form?

If not, would you give me a workaround to it ?

And the video tutorial you've sent me is quite complicated for me.
