Auto update phone number prefix in google sheets or elsewhere

Hello I planing to send sms or whatsap messages to clients who fill form on my website, but very often they fill wrong phone prefix or even without the prefix
as example normal phone must look like this
+37067400200
but users can fill like this
37067400200
67400200
867400200
+370 674 002 00
How to auto correct them and where best to do this. And may be you can sugest cheapest sms provider for europe
P.S. country phone specific is that all numbers must have 37067400200 number 6 and users usualy starts 3706, or +3706 or 86 or even 6...

what if I want to replace first string of phone number, usualy 0 replace with country code,, :
