Can an action like 'add new row' or 'update cell' act as a trigger to another flow in Google Sheets?

I'm trying to create a trigger from an action of another workflow. A normal/manual 'typing' in the cell is creating a trigger but an action of 'update cell' or 'add a new row' from another flow, which we could clearly see has successfully updated the row but it ISN'T creating a trigger in Google Sheets.

You can instead use the "Data Forwarder" to trigger another workflow.
