Can we somehow limit messages to a Specific Number when using Scheduler!

Workflow: Scheduler + Google Sheet sending messages on a specific date to multiple numbers!
(Birthday Reminder)

Is there a way to put a STOP to the action once the number has been triggered twice!

So suppose: the below are Mobile numbers

9999
9123
8123
7123
9999
1234
1444
9999

So the scheduler and google sheet will pick up the number and the specified date - will send the message on that specific date.

WHAT IF I want to continue with this BUT put a STOP on triggers as soon we send a message to "9999" twice!
So it does not activate the third time

Does that make sense?

Not asking to setup workflows from scratch!

Looking for guidance on how to do so using the different triggers available!

As a startup, we are figuring things out on our own... We cannot afford an automation expert at the moment... so we will make do with whatever we get from you!
