Can't we select all Facebook forms at once

@Ammar Azmi, If you want to select 'All LeadGen Forms' in the same workflow, you can use 'New Lead (Instant) trigger step. It will allow you to do so.

Can't we select more than 1?
Do we only have an option for 1 and all forms?

It's not possible to select multiple forms. You can either select any one or all of your forms.
