Not able to paste the action step from one workflow to another

You should copy and paste the action from one browser tab only. You are copying the action from one browser tab and pasting it in another tab. This method is wrong. You have to copy the action from the workflow then in the same browser open the other workflow and then paste it. It should work for you.
