Extracting emails from DB and sending Card by Email

Hello,
I need to extract the records from the DB that have a birthday every day so I can send an email or a Whatsapp Message saying Congrats or something.

Can you help me with the extraction from the DB?
The Table has 4 columns that are relevant for this excercise: id, name, dob & email
The dob (Date Of Birth) column has the format YYYY-MM-DD, example: 1967-02-21

How can I do it?
