Filter not working.

Hello,
So I have a filter that's got many different words to stop my automation from continuing. The filter has several 'or' conditions within the filter step. There's probably 30 of these. They're all set to 'doesn't contain'.

However, as per the attached screenshot - the action after this step still fired.

What's the issue? Is this a bug?
