Formatting Phone numbers

Hi. I am in South Africa and people normally enter their phone numbers in this format 0821234567, sometimes they use +27821234567.
I am using Twillio to send SMS in my workflow and they require the format to be like this +27821234567.
How do i change the 082 1234567 to +27821234567 and leave the correct numbers the same?
My workflow is not working as the numbers are "invalid" in the 0821234567 format.
