A few steps failed but even after I stopped it it won't let it re-execute!

I had a discussion with the technical team, and they informed me that when there is an uncalled Delay action step that didn't process, the Failed & Skipped re-execution option will not work. I suggest you try to re-execute the entire workflow instead.
