how to Create an affiliate for a lead. no product purchase. only the lead

i would like to know if Pabbly Affiliate management can do the following. 1. we someone starts referring other clients it is for a consultation not for a product. so there is no product to buy. but if the affiliate sends a new lead to us. and we do speak to the lead. we will pay the affiliate for the lead. notice the lead did not buy anything. 1. Can we have an affiliate lead form that gives the affiliate credit for the lead? then we pay the affiliate after we manually qualify the lead.
