How I want to monitor specific URL to check is there any changes or not if change then send an email notification.

Need help how I can achieve this.

As such, there is no specific tool that can monitor a website and trigger your workflow if the content of that website changes. However, if the website you are monitoring offers webhook events that trigger on content changes, you can try using Webhook by Pabbly to achieve your use case.
