Paypal multiple IPN connections

Hello!
I tried to connect multiple Ipns for paypal.
The logic is after a payment through paypal online course acces should be granted on my website the second step on billing system should appear invoice.
So i added 2 webhook forwarders, did a test and recieved information succesfully. But nothing happened, my system didnt grant acces to the course that was bought and the outside system didnt create any invoice.
I think im missing a step.
Please help me with this!

Data Forwarders will not be able to help you achieve this use case.

If your website has a REST API, you can use the API by Pabbly module to execute the endpoint that allows you to grant access to a course.
