Is there a way to ALLOW only 10 Specific numbers to move forward in the workflow

So Suppose, there are 11 Mobile Numbers, I need to give persmission to only 10 to be allowed in the workflow beyond a certain point.

The 11th Number (extra number) should not be allowed to go ahead at all

Now, this could be 10 numbers or 20 numbers (not allowed)

If I used the router, I would need to make 20 routers and that's really difficult!

So is there a way to allow the first 10 Unique numbers only

OR

Is there a way to NOT Allow the 11th Number

It is not possible to run the automation a specific number of times or stop it at a certain point.
