Send mail to multiple users with attachment.

Dear Sir/Madam,
I want to get mail through google sheet when I enter the command/data in trigger column row.
Eg. My candidate submit the job application form through google form and this data is recorder automatically in google response sheet. Than after I select the shortlisted candidate and in blank row I type "Yes you are selected" the mail will directly goes to selected candidate.
