"Switching Email Accounts"

I wanted to see "by switching account" if the email changed in the "check box" form when switching to a different email account under the form and I received this message "You need permission" by the owner's organization?

If someone was to fill out the form and "switch account" to theirs would they receive this message? What would I need to do as the "owner's organization" for the form to be filled out by any email account? Is there a setting that I need to make in order for the form to be filled out by any email account? Can you please explain the reasoning for this message when trying to "switch accounts"? I just want it possible for when the form is to be filled out by any email address?
