The use case you are describing is possible through Pabbly Connect Manager: Change Workflow Status action step. For this you need to setup two different workflows to start and stop your Current workflow.
Setup a new workflow to Start your current workflow (the workflow in which you have this use case) at 08:00.
Setup another workflow to Pause your current workflow at 16:00.
