You can change the SMS content in the Twilio action step, then change the time in the Scheduler trigger step, and a follow-up SMS will be sent to all the contacts at the time you specified in the Scheduler step. It's not possible to automate the process of sending follow-up SMS; you would have to do this each time you want to send a follow-up SMS.

Question 2: how to know which is successful send and which fail to send?

For this, you would have to check your Task History.
