'Google Drive: Upload a File' action event does not support the comma-separated upload of files. Therefore, only the first file will be uploaded, and any file after the comma will be ignored. You cannot upload multiple comma-separated files at the same time

No, you cannot upload multiple files in the same step. You can add more than one 'Upload a File' action step to your workflow and individually enter/map the URL for each of those steps.
