Workflow Error: No data & can't use router in the middle step

Hello I use the workflow to send google contact to api.
Since some contacts do not have 3 phone numbers, so I got no data error. Meanwhile, I can't use router to decide if a phone number field is empty b/c router can only used as the last step.
What shall I do?
