I am trying to set up a connection using webhook but it keeps coming back with no data in row. Does the trigger column have to be populated or can I leave it as an optional field in my google form?

Please follow the steps given in the video shared below to understand how you can set up a connection with your Google Forms and fetch a response in your trigger step. Only the trigger step setup is relevant for you.

Yes, you need to populate the trigger column; otherwise, the workflow will not trigger on form submission.
