Workflow: Scheduler + Google Sheet sending messages on a specific date to multiple numbers!

Is there a way to put a STOP to the action once the number has been triggered twice!
So suppose: the below are Mobile numbers
9999
9123
8123
7123
9999
1234
1444
9999
So the scheduler and google sheet will pick up the number and the specified date - will send the message on that specific date.
WHAT IF I want to continue with this BUT put a STOP on triggers as soon we send a message to "9999" twice!
So it does not activate the third time
Does that make sense?
