It seems you are currently using a temporary access token, and the phone number you are trying to send a message to is not in the recipients list. To resolve this issue, please either:
  1. Add the number to the recipients list to allow messages to be sent.
  2. Use a permanent access token to avoid such restrictions and achieve your use case smoothly.
