Please note that the 'Send Text Message' action event works only for customer-initiated conversations. Therefore, you won't be able to send a message directly if the customer hasn't initiated the conversation from their end.
Regarding the error you're encountering, according to this document, it appears to be related to the phone number being deleted from your WhatsApp Business Cloud API.

Kindly use the "Send Template Message" action step instead of using "Send Text Message" since the end-user didn't start the discussion on your WhatsApp.
