Please try using 'Google Drive: Share File with Anyone in Shared Drive' action step.

I have the exact same issue. However here I need it to trigger when a folder is created - however it doesn't trigger when that happens. only when I manually test.

And I can't use the 'Google Drive: Share File with Anyone in Shared Drive" as no Shared Drive is available.

it does not automatically trigger when a new folder is created inside the relevant folder. However when testing the trigger it finds it fine. it just doesn't trigger by itself (nothing shows up in Task History). How can I fix this? This is the workflow...
