Google Sheets Processing - Every 5 mins with a local variable?

GOOGLE SHEETS Question: Is there a way to get the total number of rows in a Google sheet?
Usecase: I am looking to process multiple rows in Google sheet and ignore the ones that are already processed.
1. Can I somehow store the number of rows already processed?
2. Can I get the total number of rows in the sheet, so that if I have already processed all the rows, I don't want workflow to run.

I want to process "rand(20,40)" rows at a time because of the scraping limits and want to start from the next row in the next run
